How Cities can Support India’s Clean Energy Transition
The report describes the role cities are playing in India’s clean energy transition through case studies of 10 cities, covering 6 states. The report finds that city governments have primarily participated in energy transition through central government programs. It concludes that a collaborative approach to engaging cities that strengthens their capacity in different areas and considers the actors involved in achieving energy transition goals is needed.

The report analyses energy transition initiatives and programs in 10 cities- Bengaluru, Chennai, Delhi NCT, Indore, Kochi, Nagpur, Pune, Rajkot, Surat, and Shimla. This research explored the scope and depth of participation of these cities in India’s energy transition, the areas where they have made the most progress, the factors driving this and the challenges faced in their respective energy transition pathways. Our research finds that cities have largely contributed to energy transition through their participation in national programs, schemes and missions. Cities are promoting energy efficient streetlighting and solar PV, while new actors like metro rail corporations are working towards greening their operations in many cities. While a wide variety of actors are involved in the process, due to their role as service providers and asset owners, urban local bodies are driving most energy transition programs in partnership with other agencies.
