Financing Transitions: From Low-carbon Policies to Implementation
These conference proceedings capture key insights from a roundtable discussion on financing India's low-carbon transition, held as part of Connect Karo 2025. Bringing together policymakers, financial institutions, industry, and academia, the roundtable examined pathways to translate Nationally Determined Contributions (NDCs) into investable, bankable action.
This document synthesises key insights from a multistakeholder roundtable held in New Delhi on September 2, 2025. The discussion examined three interconnected themes: driving low-carbon transitions in key economic sectors; unlocking capital for climate action; and enabling platforms and policy frameworks aligned with evolving global standards and trade measures.
Participants highlighted the need to shift from aspirational to bankable sectoral roadmaps, strengthen subnational financing capacity, and move beyond subsidy-driven models toward risk-sharing instruments such as blended finance, green bonds, and payment security mechanisms. The proceedings also underscore persistent gaps in adaptation financing and MSME integration, as well as the untapped potential of domestic capital markets including pension funds and corporate bonds. Seven strategic pillars are identified as priority areas to accelerate climate finance, mainstream adaptation, and support India's pathway to net zero by 2070.
