India is at the frontline of the global heat crisis, annually witnessing frequent, intense and prolonged periods of extreme heat that affect public health and productivity. The urban built environment remains inadequate for many to ameliorate the impact of heatwaves and associated urban heat island (UHI) effect. Approximately 17% of India's urban population lives in informal settlements, often constructed with heat-trapping materials. Basic thermal comfort standards are not met even in formal housing due to inadequate design, poor ventilation, and use of heat-trapping materials.

In rural areas, large gaps in cold chain and refrigeration infrastructure have led to significant post-harvest losses, affecting incomes and food supply. Finally, heat exposure disproportionately affects vulnerable populations such as outdoor workers, residents of congested informal settlements, senior citizens and children, etc. The impact on health and livelihoods is significant, leading to heat-related illnesses, loss of wages, work hours, disruptions in farming, construction, supply chains and logistics.

Despite an urgent need for frugal cooling solutions to reduce heat risk among vulnerable communities and lower-income groups, there is limited evidence of long-term impact and scaleup of pilots.

The ‘Keep Cool Innovation Challenge’ aims to accelerate solutions that improve thermal comfort and reduce heat stress across homes, workplaces, public spaces, and supply chains, particularly for the most vulnerable communities. The challenge will support innovators developing affordable, scalable, and low-carbon solutions across design, cooling technologies, and personalized comfort.
