Decent Green Jobs as a Pathway for Fair Urban Transitions: A Study of Bengaluru’s Buildings Sector
This working paper explores the role of decent green jobs, green jobs which meet conditions of decent work, in enabling a low-carbon transition that is fair to construction workers in Bengaluru’s building sector.
This working paper explores opportunities and challenges for decent green jobs in Bengaluru’s building sector, analysing primary data from focus group discussions and key informant interviews. The buildings sector contributes to half of the city’s greenhouse gas emissions and building decarbonization is a key strategy under the Bengaluru Climate and Resilience Action Plan (B-CAP) 2023. Building decarbonization is expected to create green jobs, i.e. jobs which contribute substantially to preserving or restoring environmental quality. However, unless these green jobs also meet conditions of decent work – adequate wages, safe working conditions, job security, opportunities for career progression, workers’ rights, gender inclusivity – vulnerable workers may remain unbenefited from the low-carbon transition. The creation of decent green jobs is a potential pathway for enabling fair transitions, because of mitigation and adaptation co-benefits but this requires coordinated strategies such as planning targeted green skilling, streamlining institutional mechanisms and mainstreaming circularity in the value chain.
