Vijay supports work on the Surat BRTS, City bus services and the Auto rickshaw initiatives at Rajkot. He also provides overall technical advice and guidance on transport projects. Prior to joining EMBARQ, Vijay worked as City Engineer (Special) and Head, JnNURM at Rajkot Municipal Corporation, Rajkot (Gujarat-India) for more than 23 years. During that period, he was also deputed to UNDP and the Urban Development Department, Government of Gujarat for three years.

He has prepared and implemented the Rajkot City Development Plan, Rajkot City Mobility Plan, Rajkot Poverty Alleviation Plan, and Detailed Project Reports for Rajkot BRTS, Water supply, Sewerage and Solid Waste Management. He has also successfully planned and executed Rajkot BRTS phase-1 of 10.70 kms length. The first phase is fully operational and on average 5000 passengers use the system every day. Prior to that he also made successful efforts to start city bus service at Rajkot and Gandhinagar (Gujarat). He opted for volunteer retirement from RMC and worked with CEPT University, Ahmedabad as an Assistant Professor for over a year. During this period he taught infrastructure and transportation planning to the students of Bachelor and Master of Planning programs (Urban and Regional Planning as well Infrastructure Planning). His academic qualifications are varied -- Vijay is an engineer, a planner, a lawyer and a journalist.
