Strengthening Sub-National Action for e-Mobility in India

NITI Aayog, with support from WRI India, invites you to a roundtable discussion on Strengthening Sub-National Action for e-Mobility in India. The roundtable discussion will bring together sub-national government representatives from across the country with multi-lateral development banks and other financing institutions, besides selected experts, to deliberate on the key opportunities and challenges facing states as they chart their trajectories for the e-mobility transition.

To date, 26 states and union territories (UTs) have notified state level e-mobility policies, with another seven states and UTs having draft policies. While there is no shortage of ambition at the sub-national level, effective design and implementation of policies and programs will be imperative to ensure that the country is on track to achieving its target of 30% EV market share by 2030. This, in turn, will need to be matched with adequate investments in technology, manufacturing capacity, infrastructure, and financing for businesses and consumers.

With India touching 5% EV market share of new vehicle registrations in 2022, it is important to maintain the momentum for e-mobility development. Incentives of more than USD 6.5 billion by the Government of India over the past 7 years, with additional incentives by state governments, helped kickstart e-mobility in the country. As the sector moves from nascency to growth stage, new policy and regulatory frameworks and institutional capacities will be required to support effective on-ground implementation and attract private sector investments and funding.

Sub-national action is critical in the coming years, to scale up the EV ecosystem and realize the socio-economic and environ- mental benefits of e-mobility. EV penetration ranges between 0 and 10% in India’s states and UTs, which will need differentiated strategies based on proven policy and regulatory interventions while accounting for their unique development contexts.

LEARNINGS AMONG STATES

States can benefit greatly from understanding each other’s best practices, successes, failures and implementation modalities for e-mobility.

TECHNICAL ASSISTANCE

States can seek specialized technical assistance on specific areas of interest, be it heavy duty freight electrification, charging infrastructure location planning, circular value chains for batteries, workforce skilling requirements, or innovative regulatory instruments.

FINANCING AND PARTNERSHIPS

States can interact with private sector stakeholders and financing institutions to develop innovative business models, partnerships, institutional mechanisms, and leverage financing resources needed to deliver on transport electrification targets.
